Is it permitted for women to wear a talit and tifilin? Is it a mitzvah? Is a blessing made? What halchic issues might be involved? Does it depend on the community?

August 31: Transgender Individuals in Halacha
Does trangender identification change a person's gender from the viewpoint of halcha? What about transgender surgery? Is such surgery permitted?  May a woman who becomes a man be counted in a minyan? Which of the morning blessings does a trangender person make?
